In a large pot, heat olive oil over medium heat. Add ground beef, onion, and garlic. Cook until beef is browned and onions are translucent.
Stir in flour and cook for 1-2 minutes. Gradually add chicken broth, milk, and heavy cream, stirring constantly until the mixture is smooth.
Add carrots, celery, potatoes, salt, black pepper, and cayenne pepper. Bring to a boil, then reduce heat and simmer for 10-12 minutes, or until vegetables are tender.
Reduce heat to low. Stir in cheddar cheese until melted and smooth. Remove from heat and stir in sour cream.
Serve hot, garnished with extra cheese or chopped parsley if desired.
